Tuffy brand blue nylon breast collar with white nylon braided overlay.  White felt backing.  Doesn't look like it's been used but has been stored quite a while so the hardware shows some corrosion.  Overlay on the left side has some minor damage...looks like maybe it hung on a piece of Velcro or something similar.
